On March 29, this year, the Research Institute of Legal Policy under the Ministry of Justice held an international online round table on the topic “Raising Legal Consciousness and Legal Culture in Society: Actual Problems and Success Factors” organized jointly with the Office of Japan International Cooperation Agency (JICA) in Uzbekistan.
The event was devoted to the results of sociological research conducted by the Research Institute of Legal Policy in 2020 on the level of raising the legal culture of the population in 70 regions (districts and cities) of the Republic.
Well-known lawyers, specialists and foreign experts participated with lectures in the international online round table. Also, Specialists from the Supreme Court of the Republic of Uzbekistan, National Human Rights Centre of the Republic of Uzbekistan, Chamber of Advocates of the Republic of Uzbekistan, Legislative Problems and Parliamentary Research under the Oliy Majlis, High School of Judges under the Supreme Council of Judges, Academy of the General Prosecutor’s Office, Tashkent State University of Law, University of World Economy and Diplomacy, Lawyers’ training center under the Ministry of Justice and members of the public participated.
The director of the Research Institute of Legal Policy Azam Madaminov opened the event with opening speech, gave information on the current stage of legal reforms in the sphere of increasing the legal knowledge of citizens and raising the legal culture in society, the importance of sociological research in solving these tasks as well as on the works carried out at the Institute.
The responsible for the results of sociological research conducted by the Institute in 2020 A.Eminov as well as executive director of the Republican Center for “Public Opinion” M. Hadjimukhammedov’s topic on “Important aspects of sociological surveys” presented to the participants of the event.
In addition, during the international round table, the professors of the Scientific Research Institute of the Ministry of Justice in Japan Shoji Minako and Kuroki Kota gave a lecture on the peculiarities of conducting sociological research on the legal topic in Japan. In particular, Shoji Minako noted that scientific research institute, which he works, conduct sociological research not on general aspects of the level of legal culture of the population, but on a specific area of study, in particular on the causes of the occurrence of crimes in society, the state of those who suffered from crimes, as well as the on the level of notification of committed crimes.
In the report of Kuroki Kota was noted that the level of understanding of the judicial process of the people’s advisers participating in the judicial proceedings by the judicial authorities are studied through the survey method, it was informed that the population is working in cooperation with schools to increase the legal culture that students are involved in judicial bodies together with their parents during the holidays and showed a sample court session master-class lesson by judges, more than 100 participants participated in each lesson. Students’ participation in these lessons with their parents has a positive effect, they increase their legal literacy by making family discussions about the fact that the crimes committed and the procedure for the prosecution of offenses as well as the fact that the commission of offenses caused by ignorance of the laws does not exempt them from punishment. The participants reacted to the reports and proposals of Japanese experts. In particular, the opinion was expressed on the introduction of the lessons of exemplary court sessions by staffs of judicial bodies during the students’ circle classes.
At the event responsible officer of the Ministry of Justice D.Rajabayev with lecture on the topic “Actual Problems of Increasing Legal Literacy” and teacher of Tashkent State University of Law A. Sadigov’s with lecture lectures on the topic “Innovative Methods of Raising the Legal Culture of Society” noted that the activities carried out on legal propaganda in our country, the issues of increasing the legal literacy of the population, in particular the assessment of the legal culture of civil servants and introducing innovative methods of raising the legal culture.
As noted at the event that the large-scale changes taking place in our country require the renewal of the legal framework governing relations in various fields, ensuring the active participation of citizens in making important decisions. This, in turn, leads to an increase in the level of legal literacy of various segments of the population and the level of legal culture in society.
The results of social studies conducted by the Research Institute of Legal Policy under the Ministry of Justice in cooperation with the regional judicial authorities also indicates the need to pay special attention to increasing the effectiveness of practical actions in this direction.
Participants of the event also noted that in their speeches the urgency of identifying the most appropriate ways to provide legal information to the public by government agencies, educational institutions and large labor unions.
At the end of the event, the Research Institute Legal Policy thanked the Japan International Cooperation Agency (JICA) in Uzbekistan for cooperation and foreign experts and other speakers for their lectures.
